Prevention Acronyms Dictionary

AA – Alcoholics Anonymous

ABC – Alcoholic Beverage Control is an office within the state Environmental and Public Protection Cabinet. ABC is responsible for issuing alcoholic beverage licenses and enforcing Kentucky statutes and administrative regulations pertaining to the alcoholic beverage industry; also responsible for enforcing Kentucky’s teen access tobacco laws.

ACOA – adult children of alcoholics

ADD – Area Development District

ALF – American Legacy Foundation National independent public health foundation established by the 1998 Master Settlement Agreement.

AOC – Administrative Office of the Courts

AOD – alcohol and other drugs

AODA – alcohol and other drug abuse

ARBD – alcohol-related birth defects In 1996, the Institute of Medicine replaced the term fetal alcohol effects with the terms ARBD and ARND (alcohol-related neurodevelopmental disorder). ARBD may include problems with the heart, kidneys, bones, and/or hearing. ARND may involve functional or mental problems linked to prenatal alcohol exposure.

ATLAS – Athletes Training and Learning to Avoid Steroids Prevention program targeting male adolescent athlete use of anabolic steroids, alcohol, and other drugs.

ATOD – alcohol, tobacco, and other drugs

BAC – blood alcohol concentration Also referred to as blood alcohol content or blood alcohol level (BAL).

BATF – Bureau of Alcohol, Tobacco, and Firearms Law enforcement agency within the U.S. Department of Justice.

BRFSS – Behavioral Risk Factor Surveillance System Ongoing nationwide surveillance system supported by the Centers for Disease Control and conducted in all 50 states.

BSFT – Brief Strategic Family Therapy Brief intervention used to treat adolescent drug use that occurs with other problem behaviors.

CADCA – Community Anti-Drug Coalitions of America National organization that supports community coalitions.

CAFÉ – Creative Arts Focusing on Ethnicity Youth program.

CAPT – (Regional) Centers for the Application of Prevention Technologies

CASA – (National) Center on Addiction and Substance Abuse At Columbia University.

CDAR – Center for Drug and Alcohol Research is at the University of Kentucky.

CDC – Centers for Disease Control and Prevention Atlanta-based agency of the federal Department of Health and Human Services.

CDW – Court Designated Worker

CHFS – Cabinet for Health and Family Services was established in December 2003 when the Cabinet for Health Services merged with the Cabinet for Families and Children.

CHS – Cabinet for Health Services In December 2003, it was announced that CHS and the Cabinet for Families and Children would merge to form the Cabinet for Health and Family Services.

CLFC – Creating Lasting Family Connections Prevention program developed by Louisville-based COPES for youth ages 9-17.

CMCA – Communities Mobilizing for Change on Alcohol

CMHC – Community Mental Health Center

COA – children of alcoholics

COPES – Council on Prevention Education: Substances Private non-profit agency based in Louisville.

CPP – certified prevention professional

CSAP – Center for Substance Abuse Prevention Agency within the federal Substance Abuse and Mental Health Services Administration.

CSAT – Center for Substance Abuse Treatment Agency within the federal Substance Abuse and Mental Health Services Administration.

DARE – Drug Abuse Resistance Education Prevention curriculum delivered in schools by police officers.

DAC – Data Analysis Committee of the Strategic Prevention Framework (SPF) State Incentive Grant (SIG). The DAC will conduct a statewide needs and resource assessment in order to establish communities of greatest need.

DFCSP – Drug-Free Communities Support Program Provides grants to community coalitions working to prevent substance abuse by youth; directed by the White House Office of National Drug Control Policy in conjunction with the Office of Juvenile Justice and Delinquency Prevention.

DPH – Department for Public Health Kentucky state agency.

DUI – driving under the influence Pertains to both alcohol and other drugs.

DWI – driving while intoxicated Not often used in Kentucky because it implies alcohol only.

EAP – employee assistance program Intervention program in a workplace to help employees overcome substance abuse and other health, personal, financial, and legal problems.

EIP – Early Intervention Program may refer generically to a type of program, or specifically to the Early Intervention Program funded by the Office of Drug Control Policy, which is aimed at high-risk youth and delivered through the Regional Prevention Centers.

ETS – environmental tobacco smoke

FAE – fetal alcohol effects Term that has been used to describe children who have all of the diagnostic features of fetal alcohol syndrome, but at less severe levels. In 1996, the Institute of Medicine dropped this term in favor of ARBD and ARND.

FASD – fetal alcohol spectral disorder Disorder related to drinking during pregnancy, characterized by growth deficiencies, central nervous system problems, and certain facial features. Affected individuals may have problems with learning, memory, attention span, communication, vision, and/or hearing.

FRYSC – Family Resource and Youth Services Centers System of units in some Kentucky schools to provide various resources for students and their families, such as after-school child daycare, parent and child education, referral to health and social services, and drug and alcohol abuse counseling.

GHB – Gamma Hydroxy Butyrate Central nervous system depressant that has been popular in the dance music scene.

HHS – (U.S. Department of) Health and Human Services

HIDTA – High Intensity Drug Trafficking Area Designation under which special federal funds are allocated to link local, state, and federal drug enforcement efforts in geographic areas of major drug production, manufacturing, importation, or distribution. The HIDTA Program operates under the Office of National Drug Control Policy.

HLAY – Here’s Looking At You K-12 prevention program.

IOM – Institute Of Medicine Health and science policy research organization under the National Academy of Sciences.

KAODEP – Kentucky Alcohol and Other Drug Education Program Educational program for DUI offenders, developed by Kentucky treatment professionals.

KASPER – Kentucky All Schedule Prescription Electronic Reporting Database for tracking prescriptions for controlled substances in Kentucky.

KCBPP – Kentucky Certification Board for Prevention Professionals Body that determines whether applicants have met the requirements to be designated as a certified prevention professional or prevention associate.

KIDS Now – Kentucky Invests in Developing Success Kentucky initiative with a focus on reducing the number of babies born with alcohol, tobacco, and other-drug-related birth defects. Funds are provided by the Division of Mental Health and Substance Abuse and the Department for Public Health’s Medicaid program for outreach to pregnant women and the provision of ATOD screening, prevention, and treatment services.

KIP – Kentucky Incentives for Prevention Special federal grant program implemented on the state level and in 19 Kentucky communities. Funding ended in 2002.

KTOS – Kentucky Treatment Outcome Study Examines outcomes for substance abuse clients who receive treatment in Kentucky’s 14 Community Mental Health Centers and affiliated substance abuse agencies. Conducted annually through a Dept. for Public Health Substance Abuse Prevention Program contract with the University of Kentucky Center on Drug and Alcohol Research.

KY-ASAP – Kentucky Agency for Substance Abuse Policy

KY-ACTION – Alliance to Control Tobacco In Our Neighborhoods Umbrella organization for several tobacco reduction agencies and advocates in Kentucky.

KYSAPS – Kentucky Youth Substance Abuse Prevention Strategy

MADD – Mothers Against Drunk Driving

MARS – Management Administrative Reporting System Used in Kentucky state government.

MSA – Master Settlement Agreement Landmark legal settlement between 46 states and the tobacco industry intended to compensate the states for health costs attributed to tobacco use.

MST – multisystemic therapy Mental health intervention for high-risk youth.

MTF – Monitoring the Future Ongoing study of the behaviors, attitudes, and values of American secondary school students, college students, and young adults; conducted at the Institute for Social Research at the University of Michigan.

NACA or NACoA – National Association for Children of Alcoholics

NASADAD – National Association of State Alcohol/Drug Abuse Directors

NCADI – National Clearinghouse for Alcohol and Drug Information Part of the federal Substance Abuse and Mental Health Administration.

NCLB – No Child Left Behind Federal education law under which Safe and Drug-Free Schools and Communities funds are authorized.

NIAAA – National Institute on Alcohol Abuse and Alcoholism Part of the National Institutes of Health.

NIDA – National Institute on Drug Abuse

NOMs – National Outcome Measures is the Center for Substance Abuse Prevention’s (CSAP) assessment of services provided to a defined population.

NOT – Not On Tobacco American Lung Association program to help teens quit smoking.

NPN – National Prevention Network Organization of state alcohol and other drug abuse prevention representatives. Part of the National Association of State Alcohol/Drug Abuse Directors.

NREPP – National Registry of Effective Prevention Programs Maintained by the federal Center for Substance Abuse Prevention.

ODCP (Kentucky) – Office of Drug Control Policy established by Executive Order in September 2004 to coordinate state law Enforcement, treatment and prevention efforts to address substance abuse.

OJJDP – Office of Juvenile Justice and Delinquency Prevention Part of the Office of Justice Programs within the U.S. Department of Justice.

ONDCP – (White House) Office of National Drug Control Policy

Operation UNITE – Unlawful Narcotics Investigation Treatment and Education Federally funded anti-drug initiative covering 29 counties of U.S. Rep. Hal Rogers’ district in eastern Kentucky.

PDFA – Partnership for a Drug-Free America Non-profit coalition of communications industry professionals that produces a national anti-drug campaign.

PDFY – Preparing for the Drug-Free Years Prevention program targeting families with children 8-13-year-olds.

PES – Prevention Enhancement Site These sites provide specialized prevention services to Kentucky’s Regional Prevention Centers and communities, and are funded by the Kentucky Department for Public Health.

PIRE – Pacific Institute for Research and Evaluation provides technical assistance for the SPF Epidemiological work groups and is charged with evaluation of the 20 states participating in the SPF SIG

PRI – Prevention Research Institute Lexington-based non-profit agency. Developed the Prime for Life programs.

PSA – Public Service Announcement Brief commercial aired on radio or television at no charge.

PTA – Parent Teacher Association

PTO – Parent Teacher Organization

RADAR – Regional Alcohol and Drug Awareness Resource National Clearinghouse for Drug and Alcohol Information’s network of prevention organizations. Kentucky’s Regional Prevention Centers serve as regional RADAR Network Centers.

RAG – (Champions) regional action group

RBS – Responsible Beverage Service Techniques that involve recognizing signs of intoxication and slowing or refusing service to patrons who may be intoxicated, and recognizing and refusing sales of alcohol to underage youth. Server Training in Alcohol Regulations (STAR) and Training for Intervention Procedures (TIPS) are examples of RBS training programs.

REACH – Resources for Education, Adaptation, Change and Health Inc. Louisville-based agency with which the Kentucky Dept. for Public Health Substance Abuse Prevention Program contracts for technical assistance, prevention planning, and evaluation.

RPC – Regional Prevention Center

RY – Reconnecting Youth School-based prevention program for youth in grades 9-12 at risk for dropping out of school.

SADD – Students Against Drunk Driving

SALIS – Substance Abuse Librarians and Information Specialists International organization based in California.

SAMHSA – Substance Abuse and Mental Health Administration Agency within the U.S. Department of Health and Human Services.

SAP – Student Assistance Program

SAPP – Substance Abuse Prevention Program within the Kentucky Department for Public Health responsible for government-funded prevention and treatment programs.

SDFSC – Safe and Drug-Free Schools and Communities Category of funds provided to states by the U.S. Department of Education. Also called “Title IV.”

SECAPT– Southeast Center for Applied Prevention Technology SECAPT is contracted by CSAP to provide technical assistance and training to the Kentucky SPF Project.

SF or SFP – Strengthening Families Program involving family skills training sessions for children 6-12 years old and their families.

SIG – State Incentive Grant that is provided to states by the Center for Substance Abuse Prevention to strengthen prevention infrastructure. Kentucky’s first SIG created the Kentucky Incentives for Prevention project and established the KIP school survey. In October 2004, Kentucky received a second SIG (11.5 million dollars over 5 years) – the Strategic Prevention Framework, a five-step planning process that is intended to serve as the planning model for future substance abuse prevention efforts.

SMART Moves – Skills Mastery and Resistance Training After-school prevention program proprietary to the Boys and Girls Clubs of America.

SOMMs – State Outcome Measurement and Management System CSAP’s proposed system to standardize definitions, measures and reporting procedures of state outcomes of the Strategic Planning Framework State Incentive Grant.

SPC – Strategic Planning Committee of the Strategic Prevention Framework State Incentive Grant. The role of the SPC is to identify target communities for SPF funding and draft a comprehensive substance abuse prevention plan for Kentucky.

SPF – The Strategic Prevention Framework is the Center for Substance Abuse Prevention’s five-step process designed to increase the effectiveness of substance abuse prevention on both the state and local level through collaborative interagency planning.

SQUADS – Study, Question, Understand, Debrief, Success Program to teach youth how to be advocates for tobacco policy issues.

STAR – Server Training in Alcohol Regulations Training seminar developed by the Kentucky Alcoholic Beverage Control.

Synar – Not an acronym. The Synar Amendment, named for the late Congressman Mike Synar, is a federal law requiring states to restrict and reduce youth access to tobacco products or risk losing block grant funding for alcohol and drug programs.

TAADUI – Talking About Alcohol – Driving Unimpaired Educational program developed by the Prevention Research Institute for DUI offenders.

TAP – Tobacco Awareness Program Voluntary cessation program for youth.

TATU – Teens Against Tobacco Use Peer-led program to teach young people about tobacco use and to become advocates for tobacco-free communities. Sponsored by the American Lung Association.

TEG – Tobacco Education Group Curriculum often used with students who have violated policies on tobacco use.

TGFD – Too Good For Drugs School-based prevention curriculum for K-12 students.

TIPS – Training for Intervention Procedures Responsible beverage service training program.

TND – Project Towards No Drug Abuse School-based prevention curriculum for high school students.

TNT – Project Towards No Tobacco Use Classroom-based curriculum for ages 10-15.

TWYKAA – Talking With Your Kids About Alcohol Former Prevention Research Institute program for parents.

TWYSAA – Talking With Your Students About Alcohol Former Prevention Research Institute program that was used with fifth-grade and middle school students.

WIC – (Special Supplemental Nutrition Program for) Women, Infants, and Children Federally funded program that provides supplemental foods, nutrition counseling, and referrals to health care for low-income pregnant women, new mothers, infants, and children under 5.

Y.E.S. – Youth Empowerment System A statewide initiative to involve youth in the implementation of community substance abuse prevention strategies.

YRBSS – Youth Risk Behavior Surveillance System Consists of national, state, and local school-based surveys of ninth- through 12th-graders to measure priority health risk behaviors.
